Steam Client bootstraper high CPU usage!! Need help

Hello guys, i got problem. Whenever i play game using steam, "Steam client bootstraper" keeps using 30% of my cpu. Currently i play CSGO actively and cuz of this my cpu gets loaded to 90-100% and that causes game to drop fps and game feels shitty

 

currently i have i3 6100 (temps are fine) i tried steam guides on how to fix this issue but nothing happened

 

Before i uninstall my OS, i want to hear anything from you guys that might help.

@SandroMK Same thing happening to me a few months ago. Any program I launched worked my CPU at top speed (100% utilization when opening Google Chrome) and I had to keep restarting my computer. After a few days, the problem fixed itself (somehow) and I ran some virus scans after that just in case it was a virus causing it. :)

It started like weeks, before that i was all good. Ill download malwarebytes and scan it for viruses. also windows defender cant find shit and im not using any kind of antivirus on windows 10 ( i think you dont really need one if you are cautious. 

also, i do not have problem with other programs ( haven't tested games ) but only with steam.

Yes but, i does nothing like that. No updates or downloading anything. 

 

p.s i deleted all my games and installed csgo only. nothing, still same issue. Reinstalled steam completely, still nothing. dunno what to do
