Windows 10 Network Slows after a few seconds

Programs start with full network utilization, after a few seconds the speed shown in task manager will stay at or below 0.1 Mbps.

This started happening when I plugged in my BenQ Xl2430T monitor

Haven't done a fresh install of windows yet.

 

Happy to provide any relevant information

 

Specs:

CPU: AMD 8150

GPU: XFX R9 280X

Wireless adapter: TP Link TL-WN881ND

OS: Windows 10 Home
