Windows 8 Memory Usage

Recently installed Windows 8.1 after uninstalling 8 because of high memory usage for reasons I couldn't figure out. Was wondering if anyone has had the same issue and was able to fix it. I have 8 GB of RAM and right now it's at 80% usage with nothing open, Windows 7 would sit less then a gig with the same, If I restart my PC it's fine for a while then slowly builds up again.
