Laggy / Stuttering computer...

Ever since the beginning of last week my computer has started to act up. 

I've built the pc back in july mainly for gaming but just recently It's been having a LOT of performance issues such as: FPS drop, programs stuttering, programs are slow and whenever I highlight things on my desktop the highlighted area will be fine but when I drag my mouse half way across the screen it will become VERY choppy. 

I've reinstalled windows / fresh wiped the computer to the point of having nothing on it and the problem still persists, I'm completely stumped and dont know what to do.

please help someone... I'm completely stumped. 

 

EDIT: I forgot to mention that earlier before I wiped my computer clean all 4 cores of my cpu were maxing out at 95-100% when I was just idling on the desktop.

I've just did a fresh boot on my pc and updated all the drivers... The lag / suttering is happening really randomly, seems like it's whenever I open a new process or even open a new site on the internet. 

I'm so confused on what's going on..

can you rebuild the pc?
