Building Video Editing PC for <$1400 | Need Advice

I am building a workstation rig for my video editing and graphic design needs and need advice on part choices. I am fairly new to video editing and i would primarily working only on FHD video (since i dont have cameras to record at 4K). Workflow seems to be mostly centered around using Premiere Pro with a little After Effects.

Questions

16 GB Vs 32 GB : I am planning to start with 16GB to stick to my budget and later add 16 more when i can afford it. If that a good idea to start with 16 GB or should not cheap out on RAM?

GTX 1060 (3GB vs 6GB) : Read a lot of "diminishing returns" on going higher up in GPU. 1080/1070/980TI all seem out of budget. Need advice if 1060 would be a bad choice also if 6GB would make any significant improvement. And CS:GO would be more than happy in 1060 :P

Part List - https://pcpartpicker.com/list/KfLqwV

CPU: Intel Core i7-7700K 4.2GHz Quad-Core Processor
CPU Cooler: Deepcool CAPTAIN 120 EX 76.5 CFM Liquid CPU Cooler
Motherboard: Asus TUF Z270 MARK 2 ATX LGA1151 Motherboard
Memory: Corsair Vengeance LED 16GB (2 x 8GB) DDR4-3200 Memory
Storage:

Samsung 960 Evo 250GB M.2-2280 Solid State Drive

PNY CS1311 240GB 2.5" Solid State Drive
Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

Video Card: Zotac GeForce GTX 1060 3GB 3GB Mini Video Card  ($198.99 @ SuperBiiz)
Case: NZXT S340 (Black/Red) ATX Mid Tower Case  ($66.99 @ SuperBiiz)
Power Supply: 650W 80+ Brozen Certified Fully-Modular ATX (Company not decided)

Budget : ~$1400

Country : India (Parts are way more expensive in India)

Any advice would be super helpful :D

16gb of ram and 6gb 1060. Should be more then enough ram,

1060 6GB + 16 GB RAM

Vs

32 GB + 1060 3GB

Both would yield the same price; which do you think would be better for future proofing a bit

Also any help with styling ? Any suggestions with a cheaper/better case  :D Red/Black seems to be the most common and easy to achieve color theme

Since you're video editing you're going to do some graphic intensive effects, I would pay for more towards the powerful graphics card than the RAM but that's just my opinion.

1060 6GB + 16 GB RAM FOR SURE. Expand later if absolutely needed. The 1060 isnt the best card out there but atleast with 6gb model it would last longer then the 3. as for a case Its a solid case. I personally was going to do that befor i changed my mind on an Dark Base 800. Mabey see how much a Dark base 600 (seems to be around the same price and built to be quiet) is if you want a silent case. I would go with an all black build as you can paint and LED where needed to make it any color scheme you want. My new mobo will prob get painted because no one likes to make a black and blue mobo any more.

Yeah a couple comments on your build.

120mm AIOs suck. There are $50 air coolers outperforming them. Switched it to a 240mm.

The 6700K saves you $50 which I'll put to good use.

LED RAM is really not worth it but if you still want it, Avexir Core costs less. I put some good fast Gskill RAM in there instead, saves you $35

Instead of a 256GB 960 EVO, a 500GB.

Since this is an editing build, you don't need the gaming performance. So a cheaper GPU with the same ballpark performance for rendering is a better choice. Added an RX 470.

(Oh man thank you guys for the replies :D)

@Energycore

at - cooler  : oh damn! Will certainly look at better benchmarks for coolers

at - ram : yep makes more sense will ram with a 3200 or 3000 GSkill kit which ever is better priced in India

My motivation for 7700k is :

1) Easier overclocking - everyone on youtube seems to be raving about the fact that hitting 5Ghz was super simple

2) Practically, the difference is turning out ~$50 which i think is better spent for getting that higher base clock + optane support on Z270 for future proofing (which i can probably even get with 6600 right?)

3) These benchmarks at Puget Systems

There ~10% improvement in basic render time at base clock which looks decent, and after overclock might be able to get even better performance

(yeah i know that 1080 in there; but there a lot of evidence thats there a lot diminishing returns on higher-end GPU )

OpenCL Vs CUDA / AMD Vs Nvidia

Oh man the crazy amount of google searches I have done for this i am still confused! A lot of things are simply CUDA only for both premiere pro and after effects. Also tonnes of complaints are spread all across the web about crashes and what not like this

So with all the above, i am some what scared to go the AMD route

Any suggestion?

Another question : How much does Single fan GPU vs Dual fan GPU affect performace ? I can save that $10-15 and upgrade to better case fans

If you care about optane (can you even tell me what it is, how fast it will be and how much it will cost?), you can do Z270 + 6700K. OC isn't easier, it's the same process but your target clockspeed is higher.

Haven't used Premiere Pro with an AMD card, but I've also never seen someone complain on the forums about their AMD card not working with Adobe software.

Linus did a comparison with last gen and the conclusion was that having a GPU at all is more important than how powerful it is. I think performance in the ballpark of a 470 is good enough, feel free to grab a 1060.

Yep did checkout that and some other comparisons on YouTube; but just to play safe i would stick with a GTX 1060 - 6GB.

I will update this thread with some local pricing and case choices depending on availability & budget. I might have some more question on coolers and choosing a single vs dual fan GPU
