My computer is dell optiplex 380 i want to upgrade it but i don't really know much about computers. So i need your help my current specs are : 
CPU - Intel core 2 duo E7500 2.93ghz 
Ram- 4GBytes ddr3
GPU - Intel GMA 4500
Chipset - Intel G41
PSU - 255W
Socket - LGA775

can you guys suggest me maybe what do i aim for i am from Bulgaria and my budget is around 250$.

What do you want to do with it? That CPU is quite limiting. I'm a HUGE fan of the Core 2 Duo's, but it depends on what you want to do with it.

You can put a GPU in there, but not one that requires PCIe power, if I recall correctly.

You could try to replace the PSU, but that's a waste on a Core 2 Duo machine. Those things weren't made for more than doing spreadsheets all day long.

I have PCIe 16x slot if thats what your asking and i was thinking about upgrading the CPU to core 2 quad.

No, the power supply can't add extra power to the card. You're limited to something like the GTX 1050 Ti. But that's a complete waste. I would sell the machine for as much money as you can get, keeping something like the hard drive, and then either build a new system or buy a new system.

I was thinking about doing this but where i live computer parts are really expensive so i decided to upgrade my current machine until i have enough money for new one.

If you can't sell it, get a GTX 1050 Ti. That's about you only option. I would do that over upgrading the CPU right now. Then, once you can afford it, sell it either as a whole, or individually (whichever would get more money) and get or build a new system. You aren't going to get the full performance from the GPU as you would with a newer system, but it should run games somewhat decently.
