So a friend of mine has been having some issues with his PC.I've tried to help him solve it but we still haven't solved the issue so far.Basically the GPU is not being detected by windows therefore his PC is utilizing the CPU to render the graphics. The gpu does turns on and so doe the fans. The bios is up to date and so is Windows. We've tried formatting Windows 3 times so far and the problem is still there. We're thinking about having him bring his card to my place so that I can try it in my system but I'd like to save him the trip if possible. Here are his specs.

Mobo: Asus z170E

CPU: I3-6100

Ram:DD4 2400mhz

GPU:RX 460

PSU:500W Bronze
