Windows 10 Xbox App Error

Recently I bought Astroneer as a play anywhere game to do just that. My brother bought it on the Xbox store using a gift card. After jumping though the hoop of signing into his account on the store to download the game I can now play it on my PC. Now I'm having problems with Microsoft's Xbox app for windows 10. I do not receive invites nor can I send them and my friends list does not show as seen below. These are not directly related, but i feel they are connected in some way.

I have tried refreshing the app, as instructed, I have logged out and then signed back in, I have gone as far down the google search results as i ever have without finding a answer, I have even uninstalled and reinstalled the app using powershell. Any help, further investigations, or recommendations is greatly appreciated.

xbones have a lot of problem just give it a day it should be good. the server xbone uses are not very reliable.

This has been a reoccuring problem for 3 days now
