Low fps; high cpu usage

Hello, I have a GTX 960, i5 6600K and recently I've been getting terrible fps in source games and in them CPU usage is 90% and GPU usage won't go over 50%. It didn't used to be like this. I used to get 450+ fps recently. Don't know what even happened. Please help.

All source games, or just CS?

Resolution, settings?

HRTF off?

mat_queue_mode -1?

cl_forcepreload 1?

I tried turning HRTF off and that didn't help, also the other commands didn't help.

what's your temperatures like? this sniffs like your cpu is thermal throttling into oblivion.
