Can you check Disk Management? If the drive is there, just right-click and create a simple GPT volume.

Well I booted off of the windows disk and when it asked me what partition to install windows on and deleted everything so I could start off my ssd which I couldn't do previously so now in bios under boot priority it doesn't show my HDD but in boot menu it shows the hdd In  windows it doesn't show my hdd My HDD doesn't show up in windows. I understand I probably didn't need to delete everything but I wanted to and would unplugging and replugging the sata cable help?

Yeah, just try unplugging the drive from both connectors, then reconnect them. All while the system is OFF, mind you. Although, what does it really matter?

Your HDD doesn't have to show up in the boot priority to be addressable.  The reason you see your SSD with Windows Boot Manager in the boot priority is because with UEFI it's where current boot manager stores the EFI.  Are you looking to boot off the HDD instead? I'm assuming you wouldn't.
