Constant FPS Drops

@Vareliux okay, but you are dating it also affect other games, you've tried to make a complete os reinstall, and only download drivers from your motherboard manufactorer and nVidia?

@GGWP1337 I haven't tried doing a clean install, also the only drivers offered by my mobo manufacturer are for audio and Lan. The only games affected are GTA 5, Payday 2, Skyrim (not a lot like the previous 2) and League of Legends. I've read that GTA is cpu heavy and payday is poorly optimized, The Witcher 3 runs great at 60fps on High settings because it's more GPU intense. I'm pretty sure my vrm isn't supplying my cpu with enough power to handle cpu heavy games.

I usally at i7 2600k and also my i5 4670K  + GTX 680 I ran Payday 2 perfect, but it is poor optimized I will give you that.

@GGWP1337 My motherboard is still within the refund time frame, so I'm gonna be returning it and buying the ASRock mobo to OC my cpu. Hopefully that will fix my fps issues. Thanks for all the help, I really appreciate it
