Bad quality font

A friend of mine just bought a new monitor, it works just fine in every area except the font.  The font is not unreadable but is extremely ugly for lack of a better word. We can't think of any other reason why it isn't working. 

Any ideas as to what he can do?

Any font anywhere (websites, games, etc. ) is bad?

what resolution is the monitor? You might need to scale Windows to match it

Games are completely not effected it's just windows, his resolution is 1080p. And as far as I know he has it set right. Unless there is a better way to do it?
