You have some disk thrashing going on there.  I recommend looking at the task manager to start to find the offender.  I don't know how techie you are but if you want to look into it further, I recommend you look into using Process Monitor to investigate deeper to find the root cause if basic task manager or resource monitor doesn't help out.  This is where you should start before looking at reformatting or upgrading storage otherwise it's possible the problem could come back.

I agree that more testing needs to be done.  This may simply be the system reindexing the files for faster search function or it may be cashing to the writecashe file.  But it shouldn't affect performance very much on its own.  Did you install any new software before this problem started?

You said that happens after you start your PC.

This seems kinda normal to me. When I had HDD instead of SSD, my disk was at 100% load for like 30sec after it booted up. But after that it was fine.

Agreed. Does the Disk I/O eventually stabilize.  Also check what startup items are running by clicking on the Startup tab in Task Manager. Take a look at the Startup Impact.

The problem here is that you have "System" doing most of the thrashing.  Procmon will give you the ability drill down the process tree and see which parent is the culprit. Mark Russinovich has a few videos in "The Case of the Unexplained..." in that he gives a good overview of how to use procmon to troubleshoot these issues. Disclaimer: I work for Microsoft.
