So I just installed a new fans to my case while I was cleaning the computer. Now when I started the computer the new fan is making buzzing noise, but it is only temporary. Like sometimes it is quiet and sometimes not. I have tried loosing the screws and I also have the rubber rings between the case and the fan. So I was wondering if the cause is just because the fan hasn't been in use for a long time of because of some dust that might have gone somewhere. Only thing that I'm quite sure is that the fan isn't failing because its actually quite new.

Humming noise is vibration of sort. Loosening screws does nothing, screws should be as tight as you can. Try to identify if its fan its self or some other part of case. It could also be air passing through mesh causing that. For that issue you can only swap fans around to find some which doesn't do it.
