Agreed, but definitely throw an SSD in there and get Windows 10 from kinguin.net (it's just $20 there). Maybe consider switching your case to something cheaper like the fractal design core 1000. Also switch out the CPU for an i5-6500 and get the 8Gb version of the RX 480.

Windows 10 is pretty fast on an HDD, and while I do agree that OP should consider compromising on the case so he/she can afford additional performance, maybe the aesthetic means a great deal to him/her.

 

Also, the biggest alarm bell there by far is the power supply.
