Disk usage stuck above 95%

1TB 1GB version Windows 10

 

Something is causing my Disk usage to be at 100% constantly, I think that it is Service Host: Local System doing this: https://gyazo.com/49afd53386b1181c57c3578bbc92655b

The problem is not there when I first boot the Laptop but once my startup programs launch the computer slows to a crawl

Why wouldn't you try killing the apps that have high disk usage and simply disable the apps that have high impact on startup?
