W10 Format

I wanted to try to format W10 because my pc has had  problems lately but there's one thing i dont get.

 

  • ''Language in Windows. You'll need to choose the same language when you install Windows 10. To see what language you're currently using, go to Time and language in PC settings or Region in Control Panel.''

Are they talking about ''Country or region'' or ''Languages''? I have different locations picked
