Alright so with my current build i put together 9 months ago
these are the problems i have 
my fans spin to max at 40C on the Heat Sink Block regardless of the settings i use (since day 1)
it idles around 33C for a water coller and cpu package at 33C also 
in the CSGO menu i have about 15% utilization and my CPU block goes to 57-70C and my GTX block slowly climbs 
the cores are all around 32-40C except 1 thats about the 57-70C range and it trades between the other cores on who gets that hot 
im not sure if im just crazy but i think it should be cooler then 70 under 15% load 

Mobo: MSI Z170A Gaming 300$ one i got for 160$
CPU: 6700k 
Ram: 4x4 Kingston HyperX Fury 2666 
GPU: MSI GTX 980ti Gaming 6G
PSU:Cooler Master V series 750W
Storage: 250G 850 evo and 2TB WD Black and a 250gb sata3 drive from forever ago as backup
Case: NZXT Black with tinted window and swaped the panels with the ones from the NVUS case 
Cooler: H110i GTX 280mm
fan setup is to Intake from the front 3 120s where the HDs are and exhaust out the Cooler and rear
