Interesting glitch..

This is not a problem I found the solution, so I figured it would be more suitable to be within the Windows section. 

I am running Windows 10, and whenever I exit, alt-tab, or Control Alt Delete whilst in a Source based Steam game (Garry's mod, HL2, L4D, NMRIH, CS, ect)
The computer would "black screen."

I cannot get any video feedback upon the monitor. 
Windows 10 by default runs at 59 HZ. 
However... when changing to 60 HZ, the problem is solved. 

Does anyone have any idea why this could happen?
