I've been using bitfenix fans, the silentwings 3 from be quiet are awesome, EK Vardars are very quiet too... never used Arctic cooling fans

Ive also used NZXT fans, quiet at low rpm, coolermaster are quiet at low rpm too, but they arent moving as much air... the Corsair SP fans are noisy as hell...

Arctic F12's are about as alright of an option as it gets and are usually at a reasonable price. 

That being said, there are usually many viable alternatives that may be as good if not better.
