Bottleneck?? Or driver problem? Or something??

Hello, I just installed my GTX 1050ti in my AMD A10-7850k, 8 GB ram system and it replaced my GT 720. I play csgo so frames are important. When I was playing almost maxed out 1080p I was only getting sub 90 frames. I lowered some settings 100 and lower. My friend has a A8-7800 GTX 1050ti and easily pulls 100+. I tried a few different titles and they all ran perfectly. Redout ran maxed out 60fps 1080p. So does anyone know the problem could it just be a CSGO issue or a bottleneck which makes not a lot of sense saying as the A8 to my knowledge is weaker... All replies are appreciated

right click on csgo in steam, then hit properties, then hit 'set launch options' 

put in the box "-high -threads 4", hit ok

then restart the game

I have high threads 4 on, I tried so much and did so much to boost fps on csgo, maybe I should fresh install?
