Would it be possible to run the dolphin emulator on a W4 since it runs windows 8? If so, what do you think the performance will be like?

I don't feel like looking it up but to run games so they look as good or better then the original requires some serious CPU power (right now) until a update comes out or the final version of the emulator is released I would not except any laptop or tablet to run dolphin without some kind of slowdown or ugly graphics. My 3570K @ 4.4Ghz sometimes but not that often has slowdowns in dolphin. if you need to know about certain games or anything look on the dolphin wiki and search for my name. Not all games run correctly and i do post test entries for the latest official releases on various games. If a particular game has issues like slowdowns or graphical issues i do post them.

 

PS: dolphin isn't very gpu heavy at native res but it helps to have a pretty good dedicated amd or nvidia GPU.

Depends on the hardware inside the tablet. Supported gpu, x86 processor, etc.

They are working on ARM support but i don't think its going to be very usable for a long time.

Really? That's interesting. I say 1-3 years if they barely started.

ARM is much slower then the current X86 version of dolphin plus GPU driver support is terrible.
