Mobo help plz

Got a new mother board, switched it into the system and am now experiencing a bootloop before bios screen flashes. It was an open box mobo should I just rma it ASAP? Have tried switching ram, and clearing cmos.

Yea I've gone through all of that that applies. It was an open box from micro center so I'm thinking whoever had it probably fried something dicking around in bios =(. Like I don't love an excuse to go back to microcenter though.
