around 50 Cpu

What resolution are you playing at? Some higher end games on high details/resolution may actually use more than 8GB of RAM, which could be causing this

Main Rig: R9 5950X @ PBO, RTX 3090, 64 GB DDR4 3666, InWin 101, Full Hardline Watercooling

Server: R7 1700X @ 4.0 GHz, GTX 1080 Ti, 32GB DDR4 3000, Cooler Master NR200P, Full Soft Watercooling

LAN Rig: R5 3600X @ PBO, RTX 2070, 32 GB DDR4 3200, Dan Case A4-SFV V4, 120mm AIO for the CPU

HTPC: i7-7700K @ 4.6 GHz, GTX 1050 Ti, 16 GB DDR4 3200, AliExpress K39, IS-47K Cooler

Router: R3 2200G @ stock, 4GB DDR4 2400, what are cases, stock cooler

I don't have a problem...

I only play at 1080p cuz my display can output more than that

I'm assuming by can you mean can't?? Also play one of the games that's having these issues, and tell us what the CPU, GPU, and RAM usage is during the scenes when frames drop, as well as CPU and GPU temps, and the settings you're playing at.

Well, 1070 shouldn't have any issues with any game at 1080p 60. Also Witcher 3 and Fallout 4 are quite heavy on the CPU side. But with a modern i7 even that shouldn't pose any problems.

Did you accidentally plug your monitor to mobo slot? and check in bios that you have iGPU disabled even if the monitor is plugged in the GPU. You can use for exmaple GPU-Z to see what PCI-E you're running, for example if it's 2.0x 16 or 3.0x 8 or higher you shouldn't see any issues.

CPU: i5 6600k @4.5GHz | GPU Zotac Amp! 1070 | RAM: Corsair vengeance 16gb | Storage: Corsair Force LE 240gb +480gb | Case: Corsair Carbide Clear C400 | PSU: Corsair RM650x | Cooler: H110i GTX
