I need something profesional. People from my town. I'll use it in the City Hall.

This depends on what your professional data base is doing. Need more information to answer this.

What kind of data?

MS-SQL is very popular, is not cheap but there is a free express version. Its main competitor in the enterprise market is Oracle.

For no-sql redis is one that comes to mind

SQL lite is popular for lightweight embedded applications

I need some software to design database screens too. I mean user interface screens, you know beautiful...

People data: names, addreses, cars, phones.... And restaurants form the town, shops....

Ok so not a lot of data. My SQL will handle this. You prob don't need a relational data base but something easy to manage. Is it going into a webservice or are you just managing it the data on one computer?
