Is this normal?

I have just installed a new custom water cooling loop and I have really low temps. I do have a custom curve on the pump and the fans. The rad is a 240 rad. My temps on idle are around 15 degrees Celsius and under load they are 25 degrees Celsius. My room is not this cold.

What CPU? That's really low. And no. That's not normal

Um, are you using Liquid Nitrogen to cool that cpu? Because those temps aren't normal.

What do you use to measure it?

I am using cam and speccy to monitor temps and they are giving me the same result.

That has to be a broken sensor then.

I do not think so because of the fact that I had an issue with my fan controller so i had not fans or water movement and the cpu reached 70 degrees. The computer did feel very hot.

maybe try using hwmonitor to see temps. I know that my fx8120 usually reports temps that low but that's a recognized bug with those amd chips. Hwmonitor will report both cpu temp and if your board supports it, socket temp which is more accurate.
