My experiences with PicoPSUs have been varied. When they work, they work well. But I've had multiple occasions where I've had to RMA multiple PSUs before I had one that actually was up to spec...

The picoPSU will overheat... you'd still need a fan to cool it down and that negates the savings in "volume" inside the case.

 

In addition to that, that passive laptop adapter that outputs 192 watts would probably die within a year if you're constantly stressing it with a power consumption higher than let's say 120 watts. Even with 90% efficiency, we're talking about 10-20 watts of heat dissipated inside that plastic box, the insides would be constantly at 70-90c cooking the capacitors and degrading the thermal pastes used to transfer heat from mosfets or whatever to the tiny heatsinks inside the plastic case.

 

r9 nano and gtx 1070 by themselves use around 150 watts from 12v, the motherboard and that cpu would use around 60-80 watts, so anyway it's not really doable.

Stay away from picoPSUs for anything higher than around 100w, and even then they're not really worth it. 

 

By the time you get to a such low power computer, you're getting into the territory where you can buy motherboards with processors soldered onto them with decent integrated graphics and which are cool enough that they can work with just a passive heatsink. Also, those motherboards can have DC In jacks, so you can plug directly a standard ~18v 65w laptop adapter and get the system working in a few minutes.
