Fullscreen not working properly

Evening folks. A couple months ago Youtube and Twitch started acting really strange with fullscreen. The leftmost and top edge of the screen, when fullscreen, show a thin bar that looks to my desktop background. It also cuts off that part of the video. Does anyone know what's going on and how I can fix it?
