Question about CPU heatsink

I have dust built up in my heatsink.

I tried using air spray canisters, but the dust doesn't seem to come off.

Is it time for me to replace my heatsink?

I have AMD fx-6300, and iBuypower ARC 647.

I bought my computer about 4 years ago, Do I ever need to reapply thermal paste?

Not as long as you're not seeing any major increase in your CPU package temperatures and/or you remove the heatsink
