What is your CPU fan?

It is normal if you are using jet engine, but it is not normal if you are using noctuas.

I am using the stock Intel cooler, not sure if jet engine is a nickname for it.  

Does your motherboard support custom fan profiles? Your CPU fan is probably spinning up randomly

Try to change fan curves, to lower if your temps arent high. :)

you can do it from BIOS too, but MoBo means motherboard, and if it have a software then you can do it from there :)

Yes, you motherboard has it :) Crack open AISuite (download it if you haven't) and you can change your fan curves through Fan Xpert

I would try installing AI Suite 3 instead of AI Suite 2 to control your cpu fan curve as the older version is buggy:https://linustechtips.com/main/topic/38277-how-to-ai-suite-iii-on-z77-boards/

As above, AI Suite 3 will be on the utilities disk that came with ur mobo. Use it to set a custom fan curve to bring those RPM's down. A side note, if it is sounding more like a vibrating sound then just a speed increase it could be that the fan is off-balance and may have come loose of its housing and/or the fan blades come off the motor.

AI Suite 3 is only on Z87 boards. The tutorial above is to teach you how to trick AI Suite 3 in installing on a Z77 board as AI Suite 2 included on the cd is buggy.
