yep although i think it could be the cpu aswell because the cpu led turns on and then goes off right before the Dram comes on

You might want to reseat your cpu aswell. If you have intel, check the contact points on the socket. If you have amd, check the pins.

All the board LED's will flash during POST, it's just signifying which component it is currently checking in POST. It's when it stops that signifies what component is at fault. :)
