my fans cannot spin slowly!

I have a 980ti g1.

so yesterday while gaming, i noticed my computer was suddenly running louder than normal.

after checking my thermals and running tests with afterburner and OC Guru 2, u found out that when my fans run, they spin as fast as they can, no matter what temperature it's at and no matter what speed% I manually set it to. does anyone know how I might fix this.

Did you set a custom fan-curve?

If, yes - try using the default one.

I have done both. I've been testing it all day with both of the before mentioned programs. no matter what conditions I put the system under, either the fans run at 100% or 0%. it's also notable that 1 fan in particular seems to spin at a different speed than the other two. could it be a bios thing maybe?
