Money transfer in same PayPal account

Hey everyone,

 

a friend of mine from Bulgaria is on Erasmus for one semester here in Germany. She has a German bank account, but no money on it, and Bulgarian bank accounts (with online banking access to the history)

Could she just link both accounts to her PayPal, charge her PayPal balance from her Bulgarian account, and discharge it to her German one? She'd like to avoid fees when getting money at the ATM, and PayPal takes international fees now...
