1060 will do that in most games, yes.  A few games need more power, as shown in above chart. 

 

If you buy a 1070 because you want 60fps in ALL games, you will have spent a lot of money for only a few more fps in certain games.  For example, if 90% of your steam library can be run at 60fps by a 1060, is it worth spending the extra money to boost the other 10% of games up from 50fps to 60fps?
