Perhaps the Temp levels out at 70 degrees. Have you tried looking at the temps in other programs to see if this is a software problem or if it's  truly at 70 degrees. Like Aida64 for example?

Sorry should have been more clear, soon as I initiate the stress test corsiar link stops updating and the fans slow from 1500rpm to 1000rpm. the 70°c reading is from aida after 1 hour. also if I go into link and select proformance mode nothing happens when the cpu is at 100%.

 

Should I dial back the OC and try again? how would this effect the h80i? 

 

At idle everything on the h80 and corsiar link responds fine.

If the temps are not exceeding 70 degrees and the fans drop and the temp still stays at 70 degrees then it should be fine. So long as it doesn't get higher temperature wise.
