I got an old hp pavilion 512n from a storage unit i got at auction. I cleaned it up and tried to see if it would boot but it wouldn't even turn on. I jumped the psu and it does turn on. I tried a different psu just in case but it had the same result. i plugged both supplies into the mobo. i tried jumping the pins on the mobo but it wouldnt power on. i left the supplies plugged in and jumped the green and black wires and the mobo will power up but only as long as i keep the green and black wires shorted together. nothing else happens. no boot or anything. is this a dead mobo?

This may sound silly, but try re-seating the RAM, and confirm that there is in fact a CPU under the cooler.

Ram has been in and out a few times. pulled the cooler to reapply thermal paste and had some issues there but it has an intel celeron 1.4ghz

Yea, it could be board or CPU. I would hazard a guess that its board since it doesn't do anything when you try to power it on. With a bad cpu, the board will usually try to boot and make some noise/lights to let you know its trying.

When in doubt, re-format.

When i got the tower it was horrifyingly filthy inside and out. i gutted it, cleaned it, and put it back together. when i tried to pull the heat sink at first i was very gentle with it but it wouldn't come off the heat speader. so i twisted it gently and tried rocking it off. wouldn't budge so i just pulled until the heatsink completely pulled the cpu out of the socket. 

 

I heated up the heatsink with the wifes hairdryer and ended up seperating the cpu from the heatspreader. went at it again with the hairdryer and finally managed to remove the spreader from the heatsink. then i cleaned it all up, applied new thermal compound to the cpu die and top of the spreader. after all that out won't even turn on
