nope don't buy that, it's utter BS. like @Speshul_ said, go for a PI3 with osmc or open elec. A Pi with all stuff needed comes around 80$ and you can actually use it for many many many many things. easy to learn too with tons of tutorials out there.

On eBay I found a pc for 25 euros, it's an ASRock ION 330 with a 32gb ssd. Is it a good Htpc, should I buy it?

It has 2gb ddr2 ram, an Intel atom 330 and an nvidia ION.

32gb ssd won't even handle your OS.

ddr2 ram shouldn't even exisist.

I'd rather have a good meal for 25 euros

Have you considered a raspberry pi with open elec?
