One of my friends (actually my friends, not just trying to shift blame off myself ^_^) has built a pc with both new and used parts:

System configuration:

Motherboard: P67A-C45 (used)

CPU: i5 2500 (non k, used)

GPU: Sapphire Reference r9 290x (used but from me, I know it works - maybe worth noting that this is a flashed r9 290, it has a r9 290 bios as well)

RAM: 16GB Generic Micron DDR3 (used but from me, I know it works)

Drive: 1TB WD Blue (New)

OS: None yet

PSU: EVGA 600B (New)

Done everything on the "no post" thread other than checking/changing BIOS version as I can't with no post.

Any help would be much appreciated, and I'd be happy to provide any further information if required. Please note as well that as this is not mine, replies might take a little longer than you normally see on these threads. Cheers.

CPU: Intel Core i7 3820 @4.4GHz Motherboard: Intel DX79TO | Graphics Card: XFX RX 480 RS RAM:  16GB Corsair Vengeance LPX DDR3 @ 1600MHz Sound: Asus Xonar Essence STX | Storage: 1x Kingston UV400 120GB | 1x 3TB Seagate Barracuda | 1x WD Green 1TB | PSU: Seasonic S12II 620W | Case: NZXT S340 White | Cooling: NZXT Kraken x31

This is why you dont buy used CPU's

JK lol, but its still a bad idea

This is becuase you dont have an OS installed, so it has nothing to boot, so it restarts and attempts to re-find the OS directory.

Then repeats infinetley

Was the computer working before? Is this a fresh install of windows? what has changed since the last time it worked?

This is on first construction, the PC hasn't worked yet

Well I need it to boot at all before I can install an OS, that's the issue

oops missed that part.

OP, you gotta get a windows 10 installer (download from microsofts website on another computer and you'll need a USB key 8gb or higher.

When in doubt, re-format.

Plug in the OS install media (guessing USB)

Mash DELETE during startup.

Go to Boot Menu within BIOS. Select ur install media

Also, try doing this without the graphics card installed first.

P67 boards don't have iGPU support. He's making the USB installation media at the moment. I may be wrong but surely if there's no POST (ie, nothing displayed on the screen) then surely I won't be able to do anything upon entering the BIOS/boot media selection menu?

I didn't know about the lack of iGPU support on that chipset.

One thing to try would be to re-seat the RAM (and try running just a single stick) and try re-seating the CPU as well. If you have the ability to test out that GPU in another computer would be helpful as well just to rule that out.
