Low-power budget Plex server

Out of pure curiosity, what would I need to make a fairly low-power Plex server within my required criteria? Right now my Athlon 64 X2 4600+ is managing 4+ simultaneous streams, and while it does an admirable job (thanks largely to my G3258 for pre-converting the files to manageable 1080p or 720p formats), there are a few judders along the way.

 

So my basic requirements are as follows:
Node 202
QUIET (can't emphasize this one enough)

Fairly low power (100 watts or less assuming it's under worst-case scenario loads)

M.2 support (so the 2.5" mounts are available for HDDs)

 

Personally I was thinking a Skylake i3 and 8GB of RAM would be plenty, given this system will probably have at least 5 people on it in the evenings, and all my media is already fairly lightweight, in terms of how hard it hits the CPU.

 

In terms of budget, I'd assume this would be cheap since all I truly need would be the mobo, CPU, PSU, RAM, and then the case. So... 300 USD?

I honestly expected a lot worse. I wish Haswell boards weren't so dead brand-new. I'd buy one and just repurpose my G3258 when I buy a 4790K.
