I started this topic before, but only 1 guy replied, so I'm doing it again.

 

I have an external hard drive with USB 3.0, and some more USB 2.0 Storage devices available, that I want to transfer data on. Yes, I know, USB 2.0 is ANCIENT. but please help a fellow brother out. EVERY SINGLE STORAGE DEVICE I OWN ACTS THIS WAY. (Except for those attached from SATA). When I transfer data, the speeds go high, in the 150 - 200 range in my External drive, and then a minute or two later it bumps down to 27 Mbps. It takes HOURS to transfer large amounts of data. I play heavy games, so my range is 14 - 50 GB of data being transferred. Before you answer, this is a screenshot of what my computer storage management looks like in Computer Management.

 

Please help me. I have been looking for AGES and still don't know what to do.

Depends on the size of the individual files you are transferring.  The smaller they are, they slower you'll transfer.

You're likely hitting the cache limit for the drives in question.

Only External devices malfunction for some reason. If I am hitting the cache limit, how do I increase it? My specs of my pc are under this comment, so you can check what you need to, if it is something like RAM or the motherboard.

The cache is the RAM on the device's controller. It cannot be increased and synthetics won't show real performance for transfers.
