background Windows 10 background not changing from solid colors

The title basically says everything. I cannot change my background from solid colors. I've tried all the main things like regedit and several others I signed up for this website specifically to see if any of you tech junkies who know what they're doing can help me fix this problem add me on steam [url=http://steamcommunity.com/profiles/76561198173823483/]here or comment below. Right click Desktop/Personalise/Background choose Picture/Solid Colour/Slideshow.

It doesn't work. Just reverts back to black and wont let me select background nor a slideshow
