So I have an intel core i5 4690k and a Z97 pro gamer cooled by a Noctua NH-D15. I have set the CPU to run at 4.3Ghz@1.25volts stable and I was wondering whether this was a bad OC, since I have seen many people go to 4.5 or even 4.8Ghz @1.3 volts however when I put 1.32 volts through my CPU, I only got 4.4Ghz. Did I lose the silicon lottery?

If you really want to find out, remove and reapply the heatsink (don't use too much thermal compound!) and try again.

Improved results? You probably didn't lose.

It's not a thermal bottleneck, the CPU barely touches 60C under an AIDA64 stress test and only maxes out at 65C

Honestly don't think that most people need 4790K chips. Unless you REALLY need that extra performance from the i7 AND the overclock, it's not a very good performance per dollar chip. There aren't that many games anymore that are taking advantage of high clockspeeds on the CPU.

If you just wanna be a baller, go ahead, but know that you're paying a lot more for a lot less.

Well, chances are I hold off until the 8000 series for intel chips comes out and just upgrade everything then (Motherboard, CPU and RAM). If I'm impatient I might go with the 4790k just for the extra performance since my 4690k, even when overclocked, is actually bottle-necking my 1070 in games like the witcher 3 (100% CPU usage and GPU usage dropping to 65% at times).

It's the only thing running( I make sure everything is off when I game) and still I get frame dips due to my CPU

I find it hard to believe that a 4690K is being bottlenecked by a 1070 but YMMV.

My CPU isn't being bottlenecked, it's the other way round. Yes, it's possible, you can even see comparisons where the high-end cards like the 1070 are actually bottle-necked by the 4690k

I stand corrected.

Part of the problem may be the fact that I'm not actually running games but rather professional applications and heavy hitting programs, and many of the workloads that I'm putting on my computers hits everything hard; CPU, GPU, RAM and power supply.

You can see my PC's specs in my signature, I'd say most of my parts are pretty much mid to high-end. The cooling in my system is top notch, the PSU is overkill, the motherboard is one of the decent Z97's, RAM is overkill for gaming, GPU is one of the best out there right now, SSD for the system drive is the best SATA SSD out there in terms of performance and reliability, my hard drive isn't slow either. I'd say my CPU is being the bottleneck, especially since I couldn't overclock it as far as I anticipated.
