Hello. Hope there will be someone that can be able to help me. I have had this problem for sometime now. I bought a GTX980 strix edition from asus a while back and installed it into my rig. for the first 2 or 3 months everything was fine, then my PC started acting weird. sometimes after turning it off it would simply not power on when hitting the power button. I have to plug out the power cable from the PSU wait till all of the lights on the motherboard goes off and then plug the pc back in (wait till the motherboard light goes bright green as well as the GPU's 2 little power connector lights go bright white) and turn it on. The strange thing is that as when my pc is off for about 5-10 minutes the lights on the GPU starts to dim. When i plug the pc out and back in again the motherboard led is also dim. it takes about 5 minutes until the GPU also receives power because the lights does not come on until the motherboard's led becomes bright green. 

 

Recently it has started getting worse. Even when the GPU light is bright and motherboard led is bright the pc still does not want to turn on. I have to do the whole unplug thing and then press the power on button 3 times after the lights become bright. I have suspicion that this is my power supply giving out, i have had it for about 7 years. When the pc eventually comes on i have no problems with performance i observe the CPU and GPU clock up to their usual boost limit and then be utilized at almost 100% depending on which scenario i am currently running.

ASUS P8H77-V

Intel i5-3570k OC to 4ghz boost clock

8gb 1866mhz corsair vengeance

Samsung 850 evo 250gb along with a couple of terrabytes (seagate and western digital)

Asus GTX980 strix

EzCool 950watt PSU

NZXT H440

This sounds like the classic and unfortunate signs of a waning power supply.  I'd grab a known good one and hook it up.  If the issue still occurs you may be having a motherboard or other issue, but my money is on the power supply.  After you test with another power supply let us know the outcome and we will assist more if needed.

EzCool PSUs aren't even really good quality even if they work.

I'm like 95% sure that the PSU is the root of your problem.

 

You can use this chart to search for a new one (I'd personally recommend SeaSonic or Superflower):
