For the 900 series I think MSI, Asus and some brand (think Inno 3d) had overall very good temps. But not sure how it related  itself to noiselvls though. If I remember correctly MSI and Asus had overall very good coolers. The ACX from EVGA was not as good with temps compared to them and think they used the same ACX cooler for the Kingpin. But it's not that huge difference where there. Most aftermarket coolers are a lot better then the standard Nvidia/AMD coolers.

Can't know all of them...

the watercooled cards have the best temps. custom watercooling with a waterblock will be the best but following that the aio solutions are not bad at all such as evga hybrid and msi seahawk just to name a couple. for the air cooler the zotac amp extreme has the best temps and cooling performance. a wild card is the palit jetstream and game rock cards which have massive coolers but have a fan curve tuned for silence and once u turn up the fans to a barely audible volume the temps look a lot better. even with the stock fan curve on those cards the temps are way below the thermal limit. keep in mind that temps from different reviewers are not directly comparable as they have different test methodology, ambient temps, fan curves, etc. take into account all of these factors when comparing results.

evga hybrid:

amp extreme:

palit jetstream and gamerock:

Thats the new 10 series. He has 980Ti + he was asking aircooled.
.

But for current gen EVGA has on of the better coolers with the ACX 3.0 (just apply thermal pads :) ).
