BF1 Crossfire Issue

I am currently running crossfire r9 290s and during gameplay with everything maxed and 200% resolution scaling it looks and runs beautifully but I have noticed that it is only utilizing one GPU and keeping the first GPU at 100%. The only time the game seems to utilize the 2nd GPU is in the menus. I have the latest drivers and I am not sure if it is a problem with my crossfire profile or if that is just normal with BF1. 

 

Anyone else having the same issue?
