Sudden FPS dips

OK so I have a PC with 

FX 6300

960 2g

8g of ram

Not to shabby I have had it for less than a year and FPS has been high. I will have 70-80 fps then every minute or so I will get 20 fps for 1-4 seconds how do I fix this

Start off by checking that your graphics card drivers are up to date.

Are you Thermal Throttling? Are you bottlenecked? What game is it? Might need more memory? Upgrade your Graphics Drivers?

Does this happen on every game? If not, which ones? When you monitor VRAM usage is it maxed or is there some VRAM unused? 

 

IME, hitching is commonly caused by poor driver optimization (e.g. using an old driver on a new release) or the moment when you've exceeded that max available VRAM, which forces the machine to fetch data from slower resources such as general purpose RAM or (even worse) the hard disk itself.

I uninstalled and reinstalled graphics card drivers so I don't think it is that

RAM and vram are good to 

The game I am playing is ghost in the shell stand alone complex
