GPU Clock Stuck At Max

I have a MSI GTX 1070 FE 

using windows 10 everything is up to date

I have enabled "Display GPU activity icon in notification area" under desktop tab in Nvidia Control Panel

one of these 3 processes keep my gpu at max clock speed

microsoft.photos.exe

microsoft.store.exe

microsoft.settings.exe

randomly one of these will keep clocks at max speed but usage is very low 

if i kill these in task manager clocks drop but after every reboot they r automatically enabled 

what can i do to fix this?

just deleted microsoft.settings.exe it was under immersiveSystemSettings folder

but microsoft photos is inside some folder and im denied access

I'd say its the store and wont want to disable the settings one,

microsoft photos is under c:/program files/windowsApps folder so i guess its not a miner

Kboost is a thing in evga precisionx oc that clocks your gpu to max at all times.

i dont use evga precisionx oc i have afterburner

no as soon as i kill microsoft.photos.exe clock speed drops to idle
