erm... well dont expect a stable 60. also get a 2x4gb set of ram so you can use dual channel. and I would get a 1060 like this that is on sale atm http://www.newegg.com/Product/Product.aspx?Item=N82E16814133631 (/r/buildapcsales)

Always go unlocked. Would need a Z170 board though. The extra cost now is overall cheaper in the long run, since you can add some easy extra years of useable lifespan if needed.

i would go for the 1x8gb as the h110m only has 2 ram slots, this way op could upgrade in the future. also there is no noticeable performance gain with dual channel (except memory benchmarks and some very specific memory heavy workloads - but not in games.)

I have the same resolution monitor and with my setup I get 100+ fps maxed. So at this res with an rx 480 you will definetly be able to achieve 60+ fps.

bf1 is cpu intensive, get an i7 if you can + gtx 1060. 

A good cpu would last many years, but a good gpu  would last a couple of generations at most .
