The Sims 4 Stutter

I have an ASUS ROG GL552VW
specs:
Intel Core i7 6700HQ
Nvidia Geforce GTX 960M
8GB of RAM
1TB HDD
Win10

on paper that should make the sims 4 run smoothly on atleast medium settings, but somehow the game stutters every 3 seconds.

what i have done to resolve the problem is reinstalling the game, reinstall the nvidia drivers, turn off vsync in nvidia control panel, turn off xbox dvr

VGA : GALAX Geforce GTX 2060 6GB

SSD : GALAX SSD Gamer L Series 240GB | V-GeN 1TB M.2 Sata 
Monitor : LG 24GL600F | Cheap TV

Keyboard : Cooler Master CM Storm Quickfire TKL
Mouse : Logitech G502 HERO
Headset : Steelseries Arctis 5 2019
Gamepad : XBox One Controller
