Video Playback Problem

Hi,
some of my videos play like the pic attached here.
MPC-HC & pot player both have the same problem but WMP can play those files perfectly
i reset all settings- problem remains, reinstall latest version - nothing
 
Info: K-lite mega-12.5.0, Potplayer 1.6.63840
PC: i5 6500, amd r9 380, windows 10 (1607), radeon soft 16.11.1
sample media info:
Bit rate                    : 949 kb/s
Maximum bit rate    : 5 911 kb/s
Width                      : 1 280 pixels
Height                     : 534 pixels

Does this only happen to a specific codec (H264, H265, VP8, etc. | not .mkv, mp4, etc) or is it random?

If its just a specific codec you should disable hardware acceleration for that one via the CodecTweakTool.
